Post a random leetcode question based on custom commands

Process Flow:

• Use Leetcode API to retrieve random problems, based on custom commands.
• !question post a new random problem, information of the problems.
• Adding difficulty modifiers: Easy, Medium, Hard
• Adding Tag modifiers for different topics, such as Arrays/Strings/LinkedList etc.

I think we can't make this feature for leetcode as there is no API which can provide the open question's endpoint instead of the questions solved by the user
