When annotating test cases from a test set and saving changes back to the same test set, the test set should be updated by removing the old test cases, adding the expanded annotated ones, and creating a new revision. In the current annotation queue behavior, the annotated test cases are added instead, so each test case appears twice: once annotated and once unannotated.
