gh-90815: Fix _PyMem_MimallocEnabled() compiler warning

Don't declare _PyMem_MimallocEnabled() if WITH_PYMALLOC macro is not
defined (./configure --without-pymalloc).

Fix also a typo in _PyInterpreterState_FinalizeAllocatedBlocks().
