When I convert members to outside collaborators. They get removed from our organization. When I invite outside collaborators, they go to our members list, not to the outside collaborators section.

The issue happens because users are being invited at the organization level instead of the repository level. To fix it, remove the affected users from your organization, then re-add them directly through the specific repository’s Collaborators section rather than using “Invite member.” Also check your organization settings under member privileges to ensure outside collaborators are allowed and not being automatically converted into members.

Thanks for the help. Our app access requests are set to members and outside collaborators. Should I change to member only?

To keep someone as an Outside Collaborator, you must invite them directly through the Collaborators section of a specific repository or the Outside collaborators tab in your Organization settings; inviting them via the general "People" or "Members" tab will automatically grant them full organization membership. Converting a member to a collaborator removes them from the organization's internal roster because they lose access to general organization visibility and are restricted solely to the repositories you explicitly assign. Essentially, members are part of the "home" team with broad visibility, while outside collaborators are "guests" tied only to specific projects, explaining why they disappear from your primary member list once the conversion is complete.
