I encountered a session rate limit error in VS Code while using Copilot/Chat (GPT-5.3 Codex), even though my premium request usage is only around 50%.

While working normally, I received the message:
“You’ve hit your session rate limit. Please upgrade your plan or wait for your limit to reset.”
